The national-level postgraduate medical exam was conducted in a single shift. Only candidates with a valid NEET PG admit card were allowed entry. The NBEMS had issued a stricter exam-day advisory this year, prohibiting candidates from carrying rough paper and calculators.
Until last year, the NEET PG exam content, such as question paper and answer key, were not made publicly available. However, the change in exam pattern in addition to the last-minute changes sparked controversies and stoked suspicion over the transparency and integrity of the exam. Non-disclosure of the NEET PG raw marks further complicated the rank list and state merit list preparations, with several legal cases delaying the counselling.
NEET 2025: 10 directives issued by Supreme Court
Referring to the difficulties faced by the candidates last year, petitions were filed in the Supreme Court seeking a more transparent exam and counselling process. Following this, the Supreme Court bench of Justice JB Pardiwala and Justice R Mahadevan issued 10 directives .
- A nationally-synchronized counselling schedule for MCC All India Quota (AIQ) and state counselling.
- Publish NEET PG answer key and raw scores to ensure greater transparency.
- Disclose fee structure for private and deemed university medical colleges.
- A centralized fee regulation system under the supervision of the National Medical Commission (NMC).
- Strict penalties for seat blocking, such as forfeiture of the security deposit, disqualification from future NEET PG exams for repeat offenders.
- Aadhaar-based tracking of seats to eliminate multiple seat holdings and false representations.
- State authorities will be held accountable for violation of rules.
- To publish a standardized counselling code of conduct across all states.
- NBEMS to set up an independent oversight mechanism under NMC to conduct annual audits of counselling processes.
