University of Liverpool receives LoA to open Bengaluru campus under UGC regulations

The Ministry of Education has handed over the Letter of Approval (LoA) to the University of Liverpool, clearing the way for its Bengaluru campus
The University of Liverpool has received final approval from the Ministry of Education to establish its branch campus in Bengaluru, becoming one of the latest foreign universities to set up operations in India under the National Education Policy (NEP) 2020. The development is expected to expand opportunities for Indian students seeking an international education experience without leaving the country.
The Letter of Approval (LoA) was handed over by Vineet Joshi, secretary of the department of higher education and chairman of the University Grants Commission (UGC), to Richard Grose, provost of the University of Liverpool Bengaluru.
The event was attended by Union Education Minister Dharmendra Pradhan, External Affairs Minister S. Jaishankar, UK Foreign Secretary Yvette Cooper, and several senior officials from India and the United Kingdom.

Final approval after one year
The University of Liverpool was granted a Letter of Intent (LoI) in May 2025 under UGC regulations that allow foreign higher education institutions to establish campuses in India. Over the past year, the university completed the academic, infrastructure, and regulatory requirements necessary to begin operations.
Following an assessment of its preparedness and compliance with UGC norms, the institution received the final approval to launch its India campus.
Bengaluru campus to offer courses
The Bengaluru campus will offer undergraduate and postgraduate programmes in areas including business management, computer science, finance, biomedical sciences, and game design.
The university plans to broaden its academic portfolio over time by introducing additional programmes and disciplines. The campus is expected to provide students with access to globally recognised academic standards while studying in India.
NEP vision gets a boost
The launch of the University of Liverpool's Bengaluru campus is being viewed as a significant step in advancing the goals of the National Education Policy (NEP) 2020. The policy seeks to make India's higher education system more globally connected by encouraging partnerships with international institutions, promoting student exchange opportunities, and bringing world-renowned universities to the country.
Education remains a key area of collaboration between India and the United Kingdom, and the launch of the University of Liverpool's campus in India is expected to further strengthen ties between the two countries.
