UP government scraps MBBS bond policy; to ban seat-leaving students from admissions

Download EBookNEW DELHI: The Uttar Pradesh government has decided to abolish the seat leaving bond policy in the National Eligibility Entrance Test (NEET) counselling for admission to undergraduate and postgraduate medical programmes at the state medical and dental colleges, starting from the academic session 2024-25. The government has also announced that aspirants of MBBS, BDS, MD, MS, and other medical courses, who leave the allotted seat, will be debarred from the admission process from the next session.

The Directorate General of Medical Education (DGME) informed that the provisions will not be applicable to the candidates admitted before the academic session 2024-25.
“By government order, it has been decided to abolish the system of taking a seat leaving bond before the completion of classes, after admission to seats in the undergraduate, postgraduate courses of all the government and private sector medical and dental colleges, institutions, medical universities established in the state, instead of this, as per the suggestion given in paragraph 5 of NMC's letter dated 19.01.2024, if the seat is withdrawn by the concerned candidate before completing the course, he or she will be debarred from the admission process for the next academic session,” said DGME in an official notice.
“In view of the above, it is informed that the provisions contained in the Government Order dated 26.6.2024 will be applicable to the candidates admitted in undergraduate / postgraduate / superspeciality courses from the current academic session 2024-25,” it added.
UP NEET UG Counselling 2024: Ban on candidates
In another notice, the counselling authority iterated another policy for UP MBBS, BDS counselling 2024, under which, a candidate will be banned from the counselling process and his or her money will be forfeited, if he or she doesn’t take admission in the allotted institute after the stray vacancy round. Four rounds of counselling are usually conducted every year, however, the directorate announces extra rounds to fill vacant seats.
"If any candidate does not take admission after the Stray Vacancy Round, the earnest money deposited by such candidates will be forfeited and will be banned for UP NEET UG Counseling 2024-2025,” read the government order.
DGME also released a list of candidates who were allotted MBBS, BDS seats in the stray vacancy, second stray vacancy, and special stray vacancy rounds of NEET counselling last year, and informed that such candidates have been debarred from the UP NEET UG 2024 counselling. The list includes a total of 25 students comprising 17 MBBS and 8 BDS.
